Classification: Mission-Specific / Restricted Use - Authorized Personnel Only

1. Purpose
To establish clear guidelines for the authorized deployment, handling, and documentation of the 9mm 95 Grain Explosive Tip Impact Round™. This SOP ensures operational consistency, legal compliance, and officer safety during high-threat engagements.

2. Scope
This SOP applies to all sworn law enforcement officers, tactical units, and authorized domestic military personnel operating under departmental or agency jurisdiction. It governs the use of 9mm 95 Grain Explosive Tip Impact Round™in designated scenarios only.

3. Authorized Use Cases
Deployment is restricted to the following mission profiles:

• High-risk warrant service
  
• Active shooter response
  
• Vehicle interdiction and pursuit termination
  
• Barricaded suspect engagements
  
• Domestic military operations under Hague-compliant protocols
  
• Specialized tactical unit operations (e.g., SWAT, counter-terrorism)
  
• Use outside these scenarios requires written authorization from command staff and legal review.
  

4. Prohibited Use

• Routine patrol or general-purpose carry
  
• Civilian use or recreational shooting
  
• Military use against Hague Convention signatories
  
• Training scenarios without containment and PPE protocols
  
• Any deployment without prior authorization and documentation
  

5. Officer Training Requirements
Before deployment, officers must complete:

• Live-fire qualification with FM9115TIRET-EC rounds
  
• Scenario-based training covering confined space, vehicle, and barrier engagements
  
• Safety briefing on explosive tip behavior and overpressure risks
  
• Legal and regulatory compliance module
  
• Documentation of completion signed by training supervisor
  

6. Deployment Protocol

Pre-Deployment

• Verify mission profile matches authorized use case
  
• Confirm round inventory and lot number
  
• Inspect cartridges for seal integrity and physical damage
  
• Log issuance in agency ammunition tracking system
  

During Deployment

• Use only in designated platforms approved for FM9115TIRET-EC
  
• Maintain environmental awareness (blast radius, structural proximity)
  
• Communicate round type to all team members prior to engagement
  
• Document round usage in after-action report
  

Post-Deployment

Recover unused rounds and return to secure inventory
Submit usage report including:

• Number of rounds fired
  
• Engagement context
  
• Observed performance
  
• Any anomalies or safety concerns
  
• Debrief with command staff and training officer
  

7. Storage & Inventory

• Store in climate-controlled, secure ammunition locker
  
• Maintain separation from general-purpose rounds
  
• Conduct quarterly inventory audits
  
• Report discrepancies immediately to logistics supervisor
  

8. Compliance & Oversight

• All deployments subject to internal review and external audit
  
• Violations of this SOP may result in disciplinary action
