I. Purpose
This SOP establishes standardized procedures for the issuance, deployment, training, and documentation of ForseMark FM9106M ammunition. It ensures safe handling, consistent performance, and regulatory compliance across all operational and training environments.

 

II. Scope
This SOP applies to:
  • Sworn law enforcement personnel authorized to carry duty ammunition
  • Firearms instructors and range officers conducting training and qualification
  • Armory staff responsible for inventory, inspection, and issuance
  • Supervisors overseeing field deployment and post-incident reporting

III. Product Description
The ForseMark FM9106M is a 9mm, 106-grain bonded core round featuring a polymer tip inserted into the hollow point cavity. It is designed to:
  • Improve feeding reliability in semi-automatic platforms
  • Enhance terminal performance through controlled expansion
  • Retain 90-100% of bullet weight for consistent energy transfer
  • Prevent clogging of the hollow point cavity by debris or clothing
  • Maintain compatibility with standard 9mm duty weapons
  • Meet ATF requirements for lawful use (not subject to formal certification)

 

IV. Issuance & Inventory Control

  • Ammunition shall be issued only to personnel who have completed the approved training module and passed qualification standards.
  • All issued rounds must be logged in the department's ammunition inventory system, including lot number, quantity, and recipient.
  • Armory staff must inspect packaging and seal integrity prior to issuance.
  • Expired, damaged, or compromised rounds must be returned for disposal per agency hazardous materials protocol.
  • Inventory audits shall be conducted quarterly and documented by the armory supervisor.

 

V. Deployment Guidelines

  • FM9106M may be carried as primary duty ammunition or deployed in tactical operations where feeding reliability and expansion consistency are mission-critical.
  • Officers must verify compatibility with issued firearms prior to deployment.
  • Suppressed platforms may be used if approved and tested by the training division.
  • Officers must visually inspect rounds prior to loading for signs of damage, corrosion, or sealant failure.
  • Magazine discipline must be maintained-FM9106M rounds should not be mixed with other ammunition types unless authorized by command.

 

VI. Training & Qualification

Officers must complete the ForseMark FM9106M Training Module, which includes classroom instruction, live-fire exercises, and scenario-based engagements.
Written assessment passing score: 85%
Range qualification includes:
  • 90% hit rate on target at 25 feet
  • Feeding reliability across three magazines
  • Expansion validation through layered barriers (e.g., denim + drywall)
  • Safe deployment from both suppressed and unsuppressed platforms
Certification is valid for 24 months and must be renewed upon product update or SOP revision.
Training records must be retained by the department for audit and liability purposes.

 

VII. Post-Deployment Documentation

Any use of FM9106M in field operations must be documented in the incident report, including:
  • Round type and lot number
  • Engagement context and observed performance
  • Barrier interaction and expansion behavior
  • Supervisors must verify documentation and ensure forensic traceability is maintained.
  • Recovered rounds or fragments must be submitted to evidence with proper labeling and chain-of-custody documentation.
  • Officers must complete a post-engagement debrief and submit feedback to the training division for performance review.

 

VIII. Storage & Handling

  • FM9106M must be stored in a climate-controlled, secure location per agency ammunition protocols.
  • Rounds must remain in original packaging until issued.
  • Seal integrity should be checked periodically by armory staff.
  • Ammunition must be stored separately from training rounds to prevent cross-contamination.
  • Any exposure to moisture, heat, or physical damage must be reported immediately.

 

IX. Compliance & Review

  • This SOP aligns with ATF guidelines and agency use-of-force policies.
  • The training division will review this SOP annually or upon product revision.
  • Any deviations from this SOP must be approved by command staff and documented accordingly.
  • Officers are responsible for maintaining awareness of updates to this SOP and completing refresher training as required.
